Abstract:The quality circle movement as a worldwide phenomenon is characterized. Its survival depends on many factors. Quality circles (QCs) were slow to get started in Britain. Research conducted in the North West of England among QC facilitators highlighted most of the reasons for success or failure. Topics discussed are: the difficult position of facilitators in an organization's hierarchy; management/supervisor resistance and how to overcome it; the attitude of trade unions; whether or not QC members should be paid; and how to measure the effectiveness of QCs.Two tables list all the important factors in the management of QCs.
