Abstract:Opposition to the Laguna Verde nuclear plant, and the proposed, subsequently cancelled, plant near Patzcuaro, has been considerable during 1987-1989. The evidence is that the nuclear programme has increased Mexico's external dependency of the United States, which contradicts its espoused policy of greater independence. The costly programme to produce electricity is in marked contrast with the neglect shown towards ways of economizing in the use of energy in rural areas. The more one considers the broader question of Mexico's development, from a social and environmental perspective, as well as an economic one, the more it is clear that the nuclear programme is an expensive irrelevance.
