Abstract:In reviewing the personnel management literature it is argued that promotion has been a very neglected area, especially in Britain. It is assumed that most appointments are made by recruitment from the external labor market. Drawing on research into the UK steel industry and the US railroad, the advantages and disadvantages of seniority promotion systems are reviewed. The advantages are not automatic, but contingent upon the efficient design of the career paths, succession order, training etc. These seem to result in low labor turnover, high morale, reduced trade union militancy, increased efficiency etc. Several disadvantages are listed too. Comparisons to a merit based promotion system are made.
