Abstract:The view that Japanese management is not such a harmonised solidarity as would initially appear is discussed. Three groups are identified: the power elite, belongers and survivors. Their share is 20 percent, 60 percent and 20 percent respectively. This is known as the principle of 2-6-2 whereby Pareto's law is revised in such a way that by controlling 20 percent of the total it is possible to reach the important goal of achieving 80 percent of the effects. The characteristics are analysed and the role of the power elite is discussed in greater detail with particular reference to the taxation system and the structure of wealth in Japan.
