Abstract: | When British Telecom /BT/ was privatised , Mercury was set up to introduce an element of competition.But this competition was restricted.In preparing for the first amendment of BT's licence in 1983, Oftel /Office of Telecommunications/ has made a review of the basic principles of regulation, and has conducted public consultation in parallel with confidential discussions with BT. The general view is that Oftel's cosy relationship with BT may threaten the long-term interests of the customers. |
