| Abstract: | The article first discusses international trade theory on comparative and absolute advantage. It argues that with modern industries being increasingly "footloose", the importance of the second grows relative to the first. The "new approach" of the EC towards integration, the principle of mutual recognition. The "first best" scenario, the successful conclusion of the European Economic Space initiative. The "least best" scenario is in the interests of the EC too, if only to forestall a large number of new applicants. |
