| Abstract: | The authors outline a practical problem which is clearly definable as cultural. and the authors' developing perceptions of its probable causes. Finding the literature overly preoccupied with the concept of culture as an independent variable or as a metaphore for the organization, the paper suggests the relevance of an alternative perspective, regarding culture as a potentially dependent variable. |
