| Abstract: | The author states that the introduction of "hard ECU" will be a deadlock for European economic and currency union. First the details of the ECU plan are discussed, its risks and advantages are treated. He emphasizes that for Germany the economic and currency union has sense only if the rules are clear cut and responsibilities are shared. |
