Abstract: | China's reform movement has not produced the expected economic and industrial outcomes. For example, the new contract responsibility system has resulted in greater power being given to enterprise management. Predictably, however, workers have experienced diminished voice or influence in the workplace and society. Also, there are increasing problems associated with unemployment, underemployment and "surplus" workers. Major workplace and labor market changes are needed, including the need for labor mobility, formal grievance procedures and trade union reform. |
