Abstract:This article traces the growth of the subterranean sector in the Third World, analyses its impact on the economies and lives of the citizens of those countries , provides conclusions about its future dimensions, and advocates policy reforms for improving its future contributions to the development process in Third World nations. The subterranean sector originally emerged in response to the problems of survival associated with rapid urbanization and unemployment in the Third World. However, as this article makes clear, it is not now a set of survival activities performed by destitute people on the margins of society.
