Abstract:The best opportunity to unify the exchange rate will come after China re-entry GATT. Because it is difficult to set up a single floating exchange rate, adopting single exchange rate will not be unfavorable to the stability of the rate. To unify exchange rate, three steps must be taken. The first is to transform retaining a portion of foreign exchange quota into retaining a portion of spot. The second is to set up a unified and perfect market of foreign exchange and to establish an exchange rate forming system of foreign exchange market. The third is to perfect the system of rate adjustment and finally to unify exchange rate.
