Abstract: | The arrangement of the state function and the relevant organizational structure involves the concept of state at three levels: First, the concept of public power which is required by a country in its general market economy. With the direction of such concept, a country, ought to maintain the macro economic stability of its own and provide products for public consumption and basic facilities for the whole society. Second, the concept of a leading state that China requires as a developing country. Based on this concept a state should perform the function of developing itself. Third, the concept of a economic state which is required by China's national state-owned economic sectors. From the concept a conclusion can be drawn that the state is the manager of a country's national economy and the possessor of its state-owned property. |
