Abstract:The strategies employed by six Canadian universities in response to funding restrictions are examined. The link between the intraorganizational context, decision-making process and strategic outcome is explained. The behaviour of key interest groups is analyzed. It is argued that in order to understand strategy-making, an integrated approach is needed that incorporates the complex, dynamic relationships between the key variables. It is also proposed that research in higher education needs to address, more carefully, the question of decision-making processes and to develop the different models that can help to explain decision outcomes. The sectarian university, the federal, the collegial, the technocratic bureaucracy, and the centralized collegium are analyzed.
