Abstract:Managers in the public sector are facing a period of unprecedented change. There has been a considerable increase in the demands made upon them. Many managers feel not skilled enough and being under threat. The article describes experiences in two public sector organizations undergoing significant change. The approaches and output requirements are very different. They reflect, however, common pressures and issues. The five key areas from which the public sector manager receives demands are: Resource constraints, the owner, pressures to become more like the private sector, maintaining the public sector ethics, and union demands and pressures.
