Abstract: | The government's purchasing system has been implemented on a trial basis in Pudong New Area of Shanghai for two years. With the Bureau of Finance responsible for management, the local resource allocation market is entrusted with a task of making a comprehensive examination as to the state of investing side and the courses of inviting bids and entering a bid. It results in cutting down administrative expenses and raising the use efficiency of funds. If such a system is practised in Hebei province, only provincial organizations and institutions can save a fund of over 15 million yuan every year. Besides, implementing such a system help fight against corruption and build an honest and clean government, safe guard the interests of producers and consumers and standardize enterprises' behavior as well. |
