Abstract:If government posses the ability to dominate the formation of an enterprise and to determine the benefits of an enterprise, there won't be the task to reform now. Since there is no effectiveness in enterprises dominated by government, how can there be no problems in the reform dominated by government? Consequently, the reforming process shouldn't be solely dominated by government. It must be interacted by various forces such as government, workers, entrepreneurs, intellects. An interactive environment is of vital importance for a government to accomplish the reform of state-owned enterprises. Summarize the spontaneous , profound and superfacial experiences and form a good interaction between those experiences and legislations.
