Abstract: | The reasons for the corruption self-enhancing mechanism lie in follows. The binding conditions for the corrupt behavior are lost and weaken. And its technical character is increasingly obvious. Then the high risk cost of corruption produces collective corruption. The adaptability anticipation and self-enhancing mechanism of corruption may lead reforms into a `locking' state, acompanied by a series of social economic crisis. As for the mechanism, the system against corruption and for honesty should include redefining the boundary of governmental control and increasing the opportunist cost of corrupt behaviors to that corruption can not pay off. |
