| Abstract: | Both central and local governments are the beneficiaries of the government procurement reform. The system of procurement through bidding could greatly cut down the financial deficit of governments at all levels as well as attack corruption. The time is already ripe to set up the system of government procurement all over the country. The most pressing matter is to establish and adopt the law of government procurement and spread the open bidding system to all the administrative systems of the whole country. To quickly stop up loopholes in government procurement, the central government may first issue administrative regulations and then, plan the best setup. |
