Abstract:In an age of austerity, one of the main challenges for the public sector is to deliver improved services through a motivated workforce. Based on interviews and surveys of 50 senior civil servants and local government officers, mainly in the U.K, and with input from successful examples of financial turnaround by governments in Sweden and Canada, there is found an amazing degree of consensus that meeting the challenge does not require the identification of more people into new leadership (here as: l-ship) roles nor identifying inborn l-ship attributes - it is about exercising more l-ship at all levels. The findings were tested in a series of workshops bringing together think-tanks, consultants, civil servants, local government, and academics. The authors believe that the term l-ship be best defined via activities or decisions rather than through looking purely at positional power or traits.
There are four key leadership capabilities expected from senior public sector leaders:
1. Developing the insights necessary for successful change within complex systems
2. Building the cognitive skills to manage effectively
3. Demonstrating the emotional intelligence to motivate
4. Building leadership at all levels of the organization etc.
