| Abstract: | During the 1950s, Soviet (here as: S.) oil exports was regarded as a serious threat to Western (as: W.) political and economic interests. Finland (as: F.) was the first non-communist European country starting to buy Soviet oil on a large scale, making F. vulnerable to S. political pressure. It is shown by an examination of the F. case that Anglo-American governments (as: govs.) adopted a much more complex attitude towards the emergence of the S. Union as an oil exporter than the Cold War rhetoric would suggest. The U.S. and British govs. were not willing to support their oil companies or to try to block S. oil exports. Instead of seeing S. oil exports to F. simply as a threat to W. interests, the U.S. Foreign Office and the U.K. State Department considered the precise implications that F. purchases of S. oil would have on W. strategic interests on a case-by-case basis. |
