Title:Reformulating competition? Gasoline content regulation and wholesale gasoline prices

Abstract:Due to the 1990 Clean Air Act Amendments, gasoline content requirements were introduced for US metropolitan areas with significant air pollution levels. Based on detailed data on wholesale gasoline prices, the article investigates the impact of gasoline content regulation on wholesale prices and price volatility. Results show that prices increase on average 3 cents/gal in regulated metropolitan areas, but the price effect varies by 8 cents/gal across markets. In addition, the authors find that the heterogeneity across markets is related to the geographic isolation resulting from the regulation.
