Abstract:With a population of 1.2bn embarking on a fledging market system, China recognises that western accountancy firms are the key to training. The potential is colossal - and so is the necessary investment. Once western firms are established, another barrier they face is the sheer lack of qualified staff. Even employing or transferring staff from other regions is a formidable task, since each employee is registered in his or her home town and has to apply to the authorities to work elsewhere.
