Abstract:Government, education, and healthcare organizations still labouring under outdated budgetary control systems breed wasteful capital investment behaviours because they base new allocations on old spending patterns. Spend it or lose it. Healthcare organizations depend upon strategically aligned capital investment decisions because healthcare capital investments take the form of very expensive, rapidly evolving technologies. One hospital learned to build a consensus model for strategic capital investment decision making based on the principles of the Balanced Scorecard.
