Abstract:While most federal government agencies actively employ a performance measurement system as mandated by the Government Performance and Results Act, their measures are too often focused exclusively on the agency-level and miss the importance of the often essential work performed at the local level. This article gives local managers a methodology for selecting and presenting their own measures without agency oversight. Local agency managers can use the methodology to complement the agency-level measures and better communicate both their actual performance and their performance needs.
