| Abstract: | The year was dominated by two policy developments due to reach fruition in 1999; the third and final stage of Economic and Monetary Union (EMU), and the agreement of the Agenda 2000 reform package. Between them, these two issues set the agenda in the key internal EU policy areas. However, the EU did seek to develop other policies as well, particularly in the fields of employment, the environment, energy and transport. |
