Abstract:The common problem of State-owned enterprises is that they have excessive leaders and to reduce the number of them can increase more benefit. The reason is very simple: first, as leaders of enterprises, they have much more excellent remuneration than ordinary staff and workers in their wages, bonus, car-using, communication apparatus, housing, travel expenses etc.. So the more leaders there are , the heavier burdens enterprises will have to bear. Second, since there are more leaders, there are more frameworks for the reason that for each leader subordinate management sectors must be set up . So there are more mid-level leaders and higher expenditure. Third, the more leaders and frameworks there are, the more they will argue back and forth and work in the bureaucratic style.
