Abstract: | This paper offers an evaluative approach to designing framework for e-government projects and information systems. The framework differs from traditional information systems evaluation and it is grounded on Moors thoughts of public value. Two case studies in the United Kingdom were used to formulate and validate the framework. Especially the framework pays attention to the formation of public trust and citizens and clients sense of personal control, well-informedness, ability to influence and experiences of service provision. |
