Abstract: | The purpose of this paper is to examine some of the reforms of public administration and their effects on the relationship between person and office. The changing ethical template that programmes of responsive or entrepreneurial managerial reform require of civil servants is in the focus of review. According to the paper the demands for responsive public management contains two emotional injunctions to public bureaucrats. Bureaucrats are expected to be responsive to the needs of their clients and exhibit ownership of particular policies. |
