Abstract:If Russia's FIGs are to succeed in restructuring industry, then they need to focus on increasing the value rather than the size of their holdings. Russia might have privatised the bulk of its industry, but it has yet to force it towards the market. Voucher privatisation just handed control to workers more concerned with keeping companies, and their jobs, alive than with making companies more efficient. The rise of financial- industrial groups (FIGs), gathering industrial holdings around a funding bank, could start to impose some financial discipline.
