Abstract:Saudi-Arabia has been slower than its neighbours to open up and improve its capital markets. But to attract essential private capital it has to open up. Saudi Arabia's capital markets will require reform and liberalization if the kingdom is to build a dynamic economy on what is left of its oil wealth. The authorities in Saudi Arabia are aware of this and so are outside observers and their own bankers. The authorities have been ultra-cautious about implementing change. There is a general recognition that Saudi Arabia needs to introduce widespread reform in its economy and its financial services industry if it is to build on oil revenue.
