| Abstract: | The action plan at the Amsterdam summit included new deadlines for implementing all outstanding single market directives. the 15 states agreed to set up coordination centres and contact points for businesses and individuals in difficulties over single market issues. If the deadlines are met, the outstanding legislation should be implemented throughout EU by April 1st and fully in operation by the beginning of 1999. However, more than 25% of the single market measures have yet to be implemented in one or more of the member states. The Commission has promised that it will pursue infringement proceedings in all cases where implementation is not achieved. The areas with greatest difficulty in implementing legislation are public procurement, transport and intellectual property. |
