| Abstract: | To raise the operational efficiency of internal labour market during the period of transformation, the transitional reform measures for realizing the marketization of employment system may be taken. The restriction of the scale of laid-off workers and wage gap should be relaxed gradually. The government may bear some of state-owned enterprises' extra burden, which would help enhance enterprises' ability of making profits. Enterprises' burden of making arrangements for the placement of laid-off workers should be fixed. The treatment gap between laid-off workers and the unemployed should be narrowed gradually while the wage gap between staff and workers at different posts widened gradually. |
