Abstract:The study examines the two entirely different activities; parallelism between theory construction and policy making and tries to identify the key differences between those two types of activities. The study was made analysing four steps of logical parallelism between theory construction and policy making. The findings reveal that the difference between those two types’ activities that have two types of mindsets, languages and outcomes: research results and political results, can be identified in terms of positive science by August Comte. Positive science describes how things are and by what process they are generated. The difference between activities is that what positive science discovers and determines, politics aims to transcend and negate.
