Abstract:The authors examine the role of competing interest groups in the determination of regulated prices. A general model of regulatory support maximization is developed and it is demonstrated that observed prices can be used to identify the role of competing interest groups in the regulatory process. The empirical results concerning the electricity rates show that industrial customers face the maximum Ramsey numbers (pay the highest consumer surpluses).
