| Abstract: | The paper thinks that it is correct and necessary to carry out the reform of foreign trade system and to transfer more power to the lower level enterprises. But delegating more power to the lower level enterprises and macro administration are not matched and coordinated with each other, as a result of which there are very difficulties in adjustment among the various interest groups and exist the serious phenomenon of rushing to purchase goods by pushing prices and competing to export by tumbling prices among enterprises, thus deteriorating the overseas business environment. So this paper considers that something must be done to change the practice of cutting down export quotas and let enterprises assume their own profits and losses and strengthen the coordinated role of import and export chambers of commerce. |
