Abstract:There exist extreme imbalance between regions in China's opening to the outside world. The 1993 import and export is taken as an example. Guangdong province accounted for 40.75% and 39.40$ of the country's (excluding Taiwan, Hong kong and Macao) respectively, while the western area's Qinghai province accounted for only 0.08% and 0.06% respectively. There are both historical and policy reasons for it. Both the national investment policy and open policy stress the point that coastal areas take precedence over inland areas.
