| Abstract: | According to statistics, by the end of 1995, the foreign invested wholesale and retail outlets reached 1013 with the employed reaching 26,977. But there are a lack of corresponding policies and laws and management is imperfect. To solve the problems, we should formulate clear and concrete policies and laws on opening to the outside world in the commercial field, make clear the department in charge, put stress on retail, and introduce first the methods of business and marketing and management expertise and second foreign funds. In terms of the mode of opening, it is confined to Sino-foreign funded and Sino-foreign co-operative business. Wholly Foreign-funded enterprises are not allowed temporarily. No preference is given. Meanwhile, the reform of China's commercial system should accelerated. |
