| Abstract: | Harbin city's barter has traversed a course of start, high tide and stability , but there are still some problems in the operation and fiscal management of enterprises. In the years to come, the barter will have new changes in terms of both form and contents and there will be more and more difficulties in its management. The simple barter will be reduced gradually and replaced by the updated forms. Facing the new situation, we should take the following measures: strengthening the state's macro control, guaranteeing the quality of export goods , adjusting the commodity composition of import and export, adopting flexible strategy of management, straightening out the relationships in fiscal management system and perfecting the accounting method of examination and calculation and the mode of settlement on account. |
