| Abstract: | In the building sectors in 15 cities including 10 provincial capitals and 5 coastal open cities throughout the country, a construction contingent with unique characteristics, stronger strength and good performance has been formed. The building sectors in the 15 cities have formed a foreign economic association, which has realistic significance. This paper puts forward three principles of its formation. It considers that the newly established foreign economic association should strengthen 5 functions. They are strategic planning, mutual co-ordination , unified decision- making, flexible operation and effective service. |
