| Abstract: | Experience, show that the government's behaviour often can not attain its expected goal due to the following reasons: the twist of world economy, changes in the process degree of trade commodities, their quality formation, their source countries and their domestic consumers, the transfer of imports to substitutes, the international movement of products, the international retaliatory behaviour, smuggling and other illegal economic behaviour as well as some uncertain factors. |
