Abstract:The term "absorption" means the situation in which, following the imposition of antidumping duty, a third-country exporter effectively cushions EC importers from the impact of that duty by reducing export prices in order to compensate in part or full for the additional cost associated with the antidumping duty. It appears that Article 12 is designed to provide a quick and appropriate response to the question of whether or not the antidumping measures previously established have had their remedial effects on the EC market.
