| Abstract: | Special economic zones (SEZ) will never enjoy the state's preferential policies and so the present foreign trade system there be incompatible with the rapid development of foreign trade either. The ideas on innovating in foreign system are as follows: relaxing limit on the right to engage in foreign trade, practising an automatic register system among all the enterprises enjoying the right to handle import and export and restructuring thoroughly state-owned foreign trade enterprises; weakening the SEZ governments' function of foreign trade management but strengthening the governments' and related departments' function of service; giving support to the establishment of industrial organizations of foreign trade enterprises; improving gradually the necessary systems for market and social security system. |
