| Abstract: | This article presents the state of play before the harmonization; second, the negotiating structure and method; third, an appraisal of the results for the major industries after four years of negotiation; and, fourth, the challenges ahead. The conclusion will draw attention to the need for a major rethinking of the negotiation process and for unavoidable adaptations of the agreement on rules of origin. |
