| Abstract: | The concepts include the following contents. 1.Fully use international successful experiences for reference. 2.Abide by the basic rules of market economy. 3.Be suitable to China's national conditions. Firstly, implement unified tax-collection policy on all the trading modes in the unidentified regions. Secondly, standardize the controlling policy of bonded processing areas. (4)Perfect the regulations on the accounts of bank guarantee funds in processing trade; strengthen the management of censorship on processing trade; solve and restrict smuggling; and bring accounting system into the management of processing trade. |
