Abstract:It has been asserted that non-cooperative (here as: n-c.) fiscal policies (as: f-pol.) suffer a contractionary bias. However, general equilibrium models have shown that the bias is unambiguously expansionary. This paper argues that the latter result relies on a particular and critical way of modelling international trade. It is possible that f-pol. is insufficiently expansionary in the n-c. case. Thus, n-c. policy making implies that f-pol. is used too little if they expand private employment (as: prv-empl.), and too much if they contract prv-empl.
