Abstract:Murdoch and Sandler (1997) have argued that the the Montreal Protocol's initial emission (henceforth as: e.) targets were consistent with voluntary provision of abatement rather than cooperative behaviour. This paper documents that their analysis relies on largely imputed e. data overstating e. reductions compared to e. data reported by countries to UNEP. The imputation procedure seems to induce a false positive correlation btw. income and CFC reductions. In a replication of the econometric analysis using UNEP data, the hypothesis of a positive and linear relationship btw. the two variables is rejected. These findings call for a more cautious interpretation of e. targets set by the Montreal Protocol etc.
