Abstract: | This article aims to develop our understanding of the organizations and the development of a system of performance measurement. It examines the processes of strategy formulation at the microlevel within a single organization analyzing the case of a fishery company in New Zealand. The results of management meetings and interviews reveal three themes: lack of knowledge among staff about the business and its environment; a degree of disagreement that predicts the ability of the management team to reach compromise; and the emergence of understanding. |
