Abstract:The estimation of the causal impacts of Information and Communication Technology (ICT) investment on educational standards is extremely problematic. This paper seeks to overcome the difficulties by using a change in the rules governing ICT funding across different school districts of England to formulate an Instrumental Variable approach. The results of this approach suggest a positive effect of ICT expenditure on primary school pupils' performance in English and Science, but not for Mathematics.
