Abstract: | In this paper, several leading hypotheses on determinants of government expenditure (hereafter as: gov. exp.) are tested. Using Government Financial Statistics data from the IMF covering more than 100 countries from 1970 to 2000, cross-sectional and inter-temporal variation of gov. exp. and both individual categories of exp. and different levels of gov. are focused upon. Among others, there is found a new explanation for Wagner's Law, widespread evidence that preference heterogeneity leads to decentralization rather than outright decreases in expenditures etc. |
