Abstract:This paper is starting from the quality of service level the incumbent company would choose, if there were no universal service restrictions. Compared with the present situation, the quality of service would be lower in rural areas, especially with respect to the frequency of delivery. Empirical evidence indicates that incremental costs according to the reduction of delivery days would be substantial. Incremental revenues are expected to be low. Thus, in the absence of universal service obligations, quality would be lowered to a level which avoided a deficit. The inefficiencies of the incumbent postal operator do not affect the universal service burden. Another problem for the regulatory authority is to identify universal service quality levels such that incurring costs can be justified by the accruing utility.
